SENATE CONCURRENT RESOLUTION NO. 37

Requesting the joint committee on government and finance to make a study of the need for legislative exceptions to the prohibition on crossbow hunting for certain individuals.

Whereas, A number of West Virginians are prevented from engaging in bow hunting in this state due to physical disabilities, such as one-hand or one-arm amputations resulting from mine accidents or armed service; and
Whereas, Approximately one hundred to two hundred disabled West Virginians could engage in the sport of bow hunting through the use of a crossbow if a limited exception were made to the general prohibition on the use of such weapon; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government finance is hereby requested to review, examine and study the need for and utility of an exception to the general prohibition on crossbow hunting for certain disabled West Virginians, namely, those with only one arm or one hand, and to make recommendations to the Legislature regarding the same; and, be it
Further Resolved, That the joint committee on government and finance report to the regular session of the Legislature, 1998, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the joint committee on government and finance.
